About Us
Court Appointed Special Advocates (CASA) of St. Croix County is a volunteer based nonprofit organization that provides a voice for abused and neglected children who are under the legal protection of the court system. We are caring adults, just like you, who know our community is stronger when we take care of our children.
We envision a future where every child has a voice and a hopeful future. We make this future a reality by providing best-interest advocacy for abused and/ or neglected children with the goal of a safe and permanent home.

Sean Kinsella
Mission focused nonprofit work is my passion. I have the privilege of working with causes which don’t fit nicely into modern corporate america work. I have met some of the greatest people within underserved communities.
At CASA of St Croix County, I get to work with great volunteers who support and advocate for the most vulnerable youth in our community. These are youth between the ages of 8 months old to 18 years old who have been removed from their home due to abuse or neglect by court order. Our Court Appointed Special Advocates stay with the youth throughout their journey through the foster care system and help give a voice to the children throughout the court proceedings. This is tough work, but often yields high rewards.

Tonya Merrill
CASA welcomes Tonya, our newest team member. Tonya comes to us from a crisis pregnancy center, where she was a client advocate. She brings with her a passion for supporting people facing uncertainty. She finds strength in her belief in God and support from her husband. Tonya has three boys and is an adoptive mom to the neighborhood kids. “Cookies are just about ready”. Tonya says, I look forward to being a “strong, compassionate voice for abused and neglected children.”
