Our Mission

We advocate to assure each child's voice is heard in the courtroom.  We bring a positive dependable presence into the lives of those who desperately need it.

What Is CASA?

Court Appointed Special Advocates (CASA) of St. Croix County is a volunteer-based nonprofit organization that provides a voice for abused and neglected children under the court system's legal protection. We are caring adults, just like you, who know our community is stronger when we take care of our children. We envision a future where every child has a voice and a hopeful future. And with the support of the community, we make this future a reality by providing best-interest advocacy for abused and/or neglected children with the goal of a safe and permanent home.

CASA of St. Croix County, Inc. is A Member of the National CASA/GAL Association.

Our Team

Sean Kinsella
Executive Director

Mission-focused nonprofit work is Sean’s passion. At CASA of St Croix County, Sean works with great volunteers who support and advocate for the most vulnerable youth in our community between the ages of 8 months old to 18 years old who have been removed from their homes due to abuse or neglect by court order. This is tough work but often yields high rewards.

Tonya Merrill
Volunteer Coordinator

Tonya brings with her a passion for supporting people facing uncertainty. She finds strength in her belief in God and support from her husband. Tonya has three boys and is an adoptive mom to the neighborhood kids. “Cookies are just about ready”. Tonya says, “I look forward to being a ‘strong, compassionate voice for abused and neglected children.’”
